GENERAL STATEMENT
ROAD COORDINATION PROJECT - NE LANDSCAPE
The Coordination Working Group for the NE Region Landscape Committee (see Attachment A) is proposing a Road Coordination Project. This project will provide all partners with many benefits, however, it takes a considerable effort from those who participate.
Before this can be successful, there needs to be a commitment by all major land managers to meet deadlines and complete the necessary work.
Therefore, the Forest Resources Council and the Forest Partnership need
to recognize the value and benefits and fully support this project (see
Attachment
B). Without full support, the necessary coordination and the
required energy to successfully complete this project will not exist.
ROAD COORDINATION PLAN
Step 1. County Road Committees and Cooperators - After a meeting to clarify the technical aspects of this project, the Cooperators (USFS, DNR, County Land Dept., Forest Industry etc.) will provide the following information to the NE Landscape Coordination Group (hereinafter called "The Group").
A) GIS layer by County
1) roads and planned roads - use Forest Road Classification
draft (attached) to
define roads.
2) management units (SNA, WMA, RNA, BWCA etc.)
3) reserved areas)
4) ownership
5) visual BMP classification
B) Define
1) road policy by agency
2) management unit use limitations
3) right of way concerns
C) List concerns regarding mapping venture
Step 2. The Group: make a composite map which includes:
public roads,
lakes and rivers, PLS lines, and all the information
gathered in Step 1.
Step 3. County Road Committees ? Field level review of
composite map and send changes to
The Group.
A) List errors and correct map and attributes
1) ownership
2) road location
3) road class
B) List concerns
C) Recommend changes
Step 4. The Group: makes changes recommended in Step 3 and sends out for review.
Step 5. County Road Committees and Field - make final review of product from Step 4 and make changes.
Step 6. County Road Committee, NE-FC, and FC Partners - adopt GIS layer as the base map for road planning.
Step 7. The Coordination Group - will create a process
to develop coordinated use of the GIS layer from Step 6.

Forest road access map and database for NE Forest Council Landscape on all ownerships would provide the many benefits listed below:
a) Planning tool for all aspects of forest management.
b) A way to evaluate road network impacts on the landscape.
c) A way to determine best access

e) Additional road needs
f) Roads to be eliminated
g) To develop a cooperative use agreement
h) Temporary closures
i) Coordinated road use, limits, and timing of restrictions.
