Purpose	The Plan documents and outlines a strategy to address the park’s resource issues and resource data deficiencies. It states the park’s objectives regarding management of natural and cultural resources and records accomplishments towards meeting those objectives. The Plan is long-range, identifying many perceived resource issues or needs, regardless of the timeframe within which they might be addressed. Simultaneously, the Plan is a budgeting tool, used year-to-year in allocating money and staff to be used in accomplishing resource-based objectives.
