REGIONAL
ARROWHEAD REGIONAL DEVELOPMENT COMMISSION
ARDC includes the counties of Carlton,Aitkin,Cook,Koochiching,Itasca,Lake
and
St. Louis.
North Shore Management Plan, 1988. The North Shore Management Board developed the plan. Management responsibility is shared among the counties, cities and townships within the shoreland corridor. NSMB plays an ongoing monitoring role and conducts an annual administrative review.
North Shore Harbors Plan, 1991. A recreational boating harbors plan developed by the NSMB.
St. Louis River Management Plan, 1994. Developed by the St. Louis River Board.
MISSISSIPPI HEADWATERS BOARD
MHB is a joint powers board of Clearwater, Hubbard, Beltrami, Cass,
Itasca, Aitkin, Crow Wing, and Morrison counties.
It has jurisdiction in a defined corridor surrounding
the Mississippi River and headwaters, in unincorporated areas. One MHB
program works with private woodland owners to develop forest stewardship
management plans for their lands.
Mississippi Headwaters Management Plan, 1992. This document presents the Management Plan of the MHB as well as the Mississippi Headwaters Model Ordinance for counties. The plan was intended to have five-year updates, but no revision is currently underway.
BIG WOODS PROJECT
The Big Woods Project provides information and feedback, including goals and concerns of the local community, to agencies and organizations.
NORTHERN COUNTIES LAND USE COORDINATING BOARD
The Board is developing a model plan which the member counties may
use in developing their own plans.
THE NATURE CONSERVANCY
Conservation by Design outlines the Conservancy's international goal
and broadstrategic themes. Planning at the ecoregion level involves looking
at the biology of the region and focusing on a portfolio of sites. A plan
has been developed for the Northern Tallgrass Ecoregion, which includes
western Minnesota. Plans are being developed for the Prairie-Forest Ecoregion
and the Lake Superior Highlands. A plan for the Lake
Superior Mixed Forest Region will follow. The Conservancy has developed
a "Preserve Design" for each of its preserves but is now developing more
comprehensive "Site Conservation Plans" for its main preserves. A Site
Conservation Plan considers the area surrounding a preserve in addition
to the preserve itself. Site Conservation Plans will probably be developed
for ten to twenty of the preserves in Minnesota.
The Minnesota Chapter of the Conservancy cooperates with the Big Woods
Project but also has developed its own Cannon Valley Big Woods Landscape
Conservation initiative which includes parts of Rice, Dakota, and Goodhue
Counties.

AITKIN
A forest management plan is under development, with no definite time
frame for completion.
BECKER
The land department is working toward developing a plan while also
updating its inventory database. The Forestry Advisory Committee meets
regularly and will begin to discuss general directions and areas of focus
for the management plan.
BELTRAMI
Work is being done toward developing a plan. No completion date has
been set.
CARLTON
Management Plan for the Tax-Forfeited Lands of Carlton County, 1992. Ten-year updates are intended.
CLEARWATER
Management is guided by county board policies. Allowable cut is evaluated
annually.
COOK
Nearly half of the land the county administers is within the BWCAW.
Most of the remaining land is under a specific use. Approximately 1100
acres surrounding the airport are managed for timber.
Plan for the Management of Crow Wing County Tax Forfeited Lands, 1985. The county is currently considering revising the plan.
Forest Resources Management Plan for Hubbard County Tax-Forfeited Lands, 1990. The plan is currently being revised to incorporate new inventory data.
Land Management Plan for the Tax-Forfeited Lands of Itasca County. The plan completed in 1970s. Many amendments have been added since then. The county will probably revise the plan in the near future.
Big Fork River Management Plan
Plan for the Management of the Tax-Forfeited Land and Forest Resources of Koochiching County, 1992. The plan was reviewed in 1994-95 and is scheduled to be reviewed again in fall 1997.

LAKE
The planning and zoning department is currently revising the county's
comprehensive land use plan which will refer to the forestry plan where
appropriate. The county is also developing a comprehensive wetlands management
plan.
Plan for the Management of Lake County's Tax-Forfeited Forest Lands, 1983. The plan is currently being updated and will possibly be completed by fall of 1998.
LAKE OF THE WOODS
A management plan was completed in 1980 and will probably be revised
in the next few years.
Rainy and Rapid Rivers Management Plan
Plan for the Management of Pine County Tax-Forfeited Lands, 1984. The plan was updated in 1994.
ST. LOUIS
The Land Department uses a system of dynamic planning. Policy statements
guide specific management activities (leases, timber sales, cabin use,
etc.). A management directive issued in 1981 states general goals and objectives
for the Department. Staff are currently developing a document of vision
and goals statements to provide for long-range sustainability and address
issues such as old-growth, scenic and natural areas, and biodiversity.
