Abstract	Contents: INTRODUCTION: A statement of the necessity to update the 1980 county guide plan, an overview of the process by which this updated plan was prepared, and expectations regarding use of the document. COMMON GROUND: A summary of our understanding of the key forces and factors that have shaped Cook County to date and are expected to influence its future. THE FUTURE COOK COUNTY: Statements describing Cook County’s overall sense of place, its qualities worth preserving and enhancing through a land use plan, and the desired future condition of each of the county’s distinct geographic areas. GUIDING PRINCIPLES: Goals and policies to guide the ongoing making of land use related decisions in Cook County so as to retain the county’s sense of place and achieve the desired future conditions. IMPLEMENTATION: A 'Tool Box' describing various methods for implementing the plan and a suggested set of priority steps to be taken first.
Purpose	The plan is intended as a guide for making future decisions. It presents a picture of a desired future Cook county, guidelines to achieve that future condition, and a rationale for public process and decision making.
